  "heading": "Secretary of State may grant certificate",
  "text": "(1) The Secretary of State may grant a certificate only if the Secretary of State, in accordance with article 42G, establishes the reliability of the Northern Ireland recipient undertaking.\n(2) A certificate must contain the following—\n(a) the name of the Secretary of State;\n(b) the name and address of the recipient;\n(c) a statement that the recipient conforms with the criteria set out in article 42G; and\n(d) the date of issue and the period of validity of the certificate.\n(3) The period of validity of a certificate must not exceed five years.\n(4) A certificate may be subject to conditions relating to—\n(a) the provision of information necessary to verify compliance by the recipient with the criteria set out in article 42G;\n(b) the suspension or revocation of the certificate.\n(5) If the Secretary of State decides not to grant a certificate, the Secretary of State must provide the applicant with written notification setting out the reason for the decision.",
