  "text": "For paragraph 2 of article 12 of the 2003 Order substitute—\n“(2) A Community Licence is the authorisation required by—\n(a) Article 3(1) of the Regulation, for the exportation or transfer from the European Community of any goods, software or technology specified in Annex 1 to the Regulation where the export or transfer is not subject to Article 6(1) of the Regulation;\n(b) Article 4(1), (2) and (3) of the Regulation for the exportation or transfer from the European Community, in the circumstances respectively described in those paragraphs, of any goods, software or technology not listed in Annex 1 to the Regulation where the export or transfer is not subject to Article 6(1) of the Regulation; or\n(c) Articles 3(2) and 5(1) of the 2005 Regulation.”.",
