  "text": "This Statutory Instrument has been made in consequence of a defect in S.I. 1999/2609 and is being issued free of charge to all known recipients of that Statutory Instrument\nCUSTOMS AND EXCISE\nMade 17th September 1999\nComing into force 18th September 1999\nThe Secretary of State, in exercise of powers conferred by section 1 of the Import, Export and Customs Powers (Defence) Act 1939 and now vested in him, hereby makes the following Order:",
