  "text": "(1) The following amendments shall be made in Part III of Schedule 1 to the principal Order.\n(2) In entry PL 5031.a.:\n(a) the word “utility” shall be deleted; and\n(b) after “protection” there shall be inserted—\n“except:\n1 vehicles designed or fitted out for the transportation of valuables or funds;\n2 vehicles fitted with, or designed or modified to be fitted with, a plough or flail for the purpose of land mine clearance.”.\n(3) Entry PL 5001.c. shall be replaced by the following text—\n“c. Restraints specially designed for restraining human beings, as follows:\n1 Leg-irons;\n2 Gangchains;\n3 Electric shock belts;\n4 Shackles having a maximum locked dimension exceeding 240mm overall (i.e., including cuffs and connecting chain);\n5 Individual cuffs having an internal perimeter dimension when fully locked exceeding 165mm and shackles made therewith.”.",
