  "text": "An authorised person authorised by the appropriate authority may exercise the powers conferred by regulations 11 and 12, and act otherwise in matters arising under these Regulations, in relation to a claimant’s holding only to the extent that his authorising body is the relevant competent authority in relation to that holding for the purposes of the IACS Regulations.",
