  "text": "(1) The Trustees may make such reasonable charges for services and facilities provided by them or on their behalf in relation to the harbour as they may from time to time determine.\n(2) In paragraph (1) “charges” does not include ship, passenger and goods dues as defined by section 57 of the 1964 Act.",
