  "text": "(1) Charges payable to the Trustees on or in respect of—\n(a) a vessel shall be payable by the owner, charterer or master of the vessel,\n(b) goods shall be payable by the owner, consignee or shipper of the goods.\n(2) Where a charge payable to the Trustees may be recovered from more than one person the persons from whom it is recoverable shall be jointly and severally liable.",
