  "text": "At any time when the chairman is absent or otherwise incapable of acting, or there is a vacancy in the office of chairman,—\n(a) such one of the deputy chairmen of the Commission as the Secretary of State may direct, or in default of any such direction such one of them as they may agree, or\n(b) if there is only one deputy chairman of the Commission the deputy chairman,\nmay perform any of the functions of the chairman.",
