  "text": "HEALTH AND SAFETY\nMade 3rd March 1988\nLaid before Parliament 8th March 1988\nComing into force 31st March 1988\nThe Secretary of State, being a Minister designated for the purposes of section 2(2) of the European Communities Act 1972 in relation to measures in respect of the marketing of, and technical requirements relating to, construction plant and protective structures for construction plant, in exercise of the powers conferred on him by that section and of all his other enabling powers, hereby makes the following Regulations:",
