  "text": "(1) Proceedings are started when a court officer issues an application at the request of the applicant.\n(2) An application is issued on the date entered in the application form by the court officer.\n(Restrictions on where proceedings may be started are set out in the Children (Allocation of Proceedings) Order 1991.)",
