  "text": "(1) Subject to paragraph (2), a copy of the application notice will be served on each respondent.\n(2) An application may be made without serving a copy of the application notice if this is permitted by—\n(a) a rule;\n(b) a practice direction; or\n(c) the court.\n(Rule 91 deals with service of a copy of the application notice.)",
