  "text": "(1) The applicants must, within 14 days before the hearing or first directions hearing, serve on the respondents —\n(a) the application;\n(b) a form for acknowledging service; and\n(c) a notice of proceedings.\n(2) The applicants must serve a notice of proceedings on any local authority or voluntary organisation that has at any time provided accommodation for the child.",
