  "text": "(1) This rule does not apply in relation to a child who is conducting proceedings without a children's guardian in accordance with rule 16.6.\n(2) A person may not without the permission of the court take any step in proceedings except—\n(a) filing an application form; or\n(b) applying for the appointment of a children's guardian under rule 16.24,\nuntil the child has a children's guardian.\n(3) Any step taken before a child has a children's guardian has no effect unless the court orders otherwise.",
