  "text": "Where a single lay justice—\n(a) is performing a function of the family court in accordance with rule 2.5(1)(b)(ii) or rule 2.6(1) or (2); and\n(b) considers, for whatever reason, that it is inappropriate to perform the function,\nthe single lay justice must refer the matter to the family court.",
