  "text": "In proceedings under section 25, the court shall, if practicable, arrange for copies of all written reports before it to be made available before the hearing to–\n(a) the applicant;\n(b) the parent or guardian of the child;\n(c) any legal representative of the child;\n(d) the guardian ad litem; and\n(e) the child, unless the court otherwise directs;\nand copies of such reports may, if the court considers it desirable, be shown to any person who is entitled to notice of the proceedings in accordance with these rules.",
