  "text": "Regulation 4 below shall not apply to—\n(a) any improvement plan approved under the principal Regulations before 30th November 1994; or\n(b) any request for the variation of such a plan or any application for approval of an improvement plan, received before that date by the appropriate Minister,\nand that provision of these Regulations shall not affect the operation of the principal Regulations in relation to any such plan, request or application.",
