Paragraph 5 of this Scheme shall not apply in relation to any claim for grant under the principal Scheme towards expenditure incurred before 1st July 1990 and this Scheme shall not affect the operation of the principal Scheme in relation to any such claim for grant.

(2)

Paragraph 6(d) of this Scheme shall not apply in relation to any claim for grant under the principal Scheme received by the appropriate Minister before 1st January 1991 and this Scheme shall not affect the operation of the principal Scheme in relation to any such claim for grant.
