  "text": "Paragraph 7(a)-(e) of this Scheme shall not apply in relation to any claim for grant towards expenditure incurred for the purposes of the principal Scheme before 1st December 1993 and those provisions of this Scheme shall not affect the operation of the principal Scheme in relation to any such claim for grant.",
