  "text": "Paragraph 4(b) of this Scheme shall not apply in relation to a farm diversification plan approved under the principal Scheme before 16th January 1991, or to a request for the variation of such a plan or an application for approval of a farm diversification plan received before 16th January 1991 by he appropriate Minister, and this Scheme shall not affect the operation of the principal Scheme in relation to any such plan, request or application.",
