  "text": "(1) The Federation of Maintained Schools (Wales) Regulations 2014 are amended as follows.\n(2) In regulation 15 (teacher governors), in paragraph (4)—\n(a) the words from “any person” to the end become sub-paragraph (a), and\n(b) after that sub-paragraph insert—\n“; or\n(b) a federation that consists of only two schools.”\n(3) In regulation 16 (staff governors), in paragraph (4)—\n(a) the words from “any person” to the end become sub-paragraph (a), and\n(b) after that sub-paragraph insert—\n“; or\n(b) a federation that consists of only two schools.”",
