  "text": "These Regulations shall not apply to any feeding stuff which is intended for use only for—\n(a) the experimental investigation or testing of substances controlled under regulation 13; or\n(b) other purposes of scientific research or experiment,\nand which is not generally available for sale, purchase or use as a feeding stuff, and is clearly marked to that effect.",
