  "text": "(1) The authorised development must not commence until a written scheme for the management and mitigation of dust emissions has been submitted to and, after consultation with Selby District Council, approved by the planning authority.\n(2) The approved scheme must be implemented before and maintained during the construction, operation and decommissioning of the authorised development.",
