  "text": "(1) A heavy goods vehicle transporting fuel, consumables or combustion by-products may only enter or leave the authorised development—\n(a) between 0700 and 2200 hours on weekdays (excluding bank holidays);\n(b) between 0700 and 1830 hours on Saturdays (excluding bank holidays).\n(2) The restrictions in subparagraph (1) do not apply to a movement of a heavy goods vehicle which is—\n(a) associated with an emergency, or\n(b) carried out with the prior approval of the planning authority.",
