  "text": "(This note is not part of the Regulations)\nThese Regulations are made in exercise of the power conferred by section 41(1) of the European Union (Withdrawal Agreement) Act 2020 (c. 1).\nThese Regulations make amendments to the Fertilisers and Ammonium Nitrate Material (Amendment) (EU Exit) Regulations 2019. They substitute references to “exit day” with references to “IP completion day”.\nA full impact assessment has not been produced for this instrument as no, or no significant, impact on the private, voluntary or public sector is foreseen.",
