  "text": "(1) The Commissioners shall on 1st January 1981 assume a liability to the National Loans Fund of an amount equal to the excess of—\n(a) the sums charged on the Fund on that date by virtue of section 120 of this Act, over\n(b) the aggregate of the amounts required to be paid into the Fund under paragraph 1 above.\n(2) The amount of the liability shall be determined by agreement between the Director of Savings, the Commissioners and the Treasury and certified by the Comptroller and Auditor General.",
