  "text": "(1) The Administrator is responsible for administering the scheme set out in paragraphs 44 to 52.\n(2) This covers (in particular) the administration of climate change agreements.\n(3) In this Part of this Schedule “administrative function” means—\n(a) the Administrator's function imposed by sub-paragraph (1), or\n(b) any other power or duty of the Administrator conferred or imposed by or under a provision of this Part of this Schedule.",
