  "text": "(1) The Commissioners may by regulations make further provision about—\n(a) notifications for the purposes of paragraph 13(1);\n(b) applications for the purposes of paragraph 14(1).\n(2) The regulations may (among other things) make provision about information that must be supplied as part of the notification or application.",
