  "text": "(1) Section 131 is amended as follows.\n(2) In subsection (2), in the words after paragraph (b), for “were reduced by the amount of the excess” substitute “reflected the market value of the transferred property on the relevant date, rather than its market value at the time of the chargeable transfer”.\n(3) Omit subsection (2A).",
