  "text": "(1) In Schedule 4 (treaty rights), paragraph 1 is amended as follows.\n(2) The existing provision becomes sub-paragraph (1) of that paragraph.\n(3) In that sub-paragraph, omit the definition of “consumers”.\n(4) After that sub-paragraph insert—\n“(2) Section 425A (meaning of “consumers”) applies for the purposes of this Schedule.”",
