The Welsh Ministers, in exercise of the powers conferred on the National Assembly for Wales by section 4(1)(a) and (2) and section 29(1) of the Local Government Act 1999f1 and now vested in themf2, and having consulted those persons which it is required by section 4(3) of that Act to consult, hereby make the following Order:
