  "text": "(1) The Secretary of State may make any payments he considers appropriate in respect of the expenses of a body established for the purpose of advising him on any matter in relation to which provision is made by this Act.\n(2) The Secretary of State may make a payment under this section—\n(a) to any person he considers appropriate;\n(b) subject to any conditions he considers appropriate.",
