  "text": "In this Act “local authority” means any of these—\n(a) a district council;\n(b) a county council;\n(c) a county borough council;\n(d) a London borough council;\n(e) the Greater London Authority;\n(f) the Common Council of the City of London;\n(g) the Council of the Isles of Scilly.",
