  "long_title": "Section 40 of the Fire (Scotland) Act 2005 (“the Act”) requires the Scottish Ministers to prepare a document, which must set out priorities and objectives for relevant authorities in connection with the carrying out of their functions and may contain related guidance and such other matters relating to those authorities or those functions. Under section 41(1) of the Act, relevant authorities must have regard to the document in carrying out their functions. Section 40(4) of the Act provides that the document has effect only when brought into effect by the Scottish Ministers by order. Article 2 of this Order gives effect on 6th October 2005 to the document prepared by the Scottish Ministers and entitled The Fire and Rescue Framework for Scotland 2005.
