  "text": "FIRE PRECAUTIONS\nMade 4th August 1989\nLaid before Parliament 14th August 1989\nComing into force:\nall regulations except 5(4) and (5), 6(3), (4), (6) and (8), 7(1) and (2) and 8(3) 18th September 1989\nregulations 6(3) and 7(1) and (2) 1st January 1990\nregulations 5(4) and (5) and 6(4), (6) and (8) 1st January 1991\nregulation 8(3) 1st January 1996\nIn exercise of the powers conferred on me by sections 12(1), (3) and (4), 37(2) and (3) and 40(1) of the Fire Precautions Act 1971, and having consulted with such persons and bodies of persons as appear to me requisite, I hereby make the following Regulations:",
