  "text": "The Scottish Ministers may cause an inquiry to be held into—\n(a) the manner in which SFRS is carrying out any of its functions under this Act;\n(b) the circumstances of, or the steps taken to deal with—\n(i) a fire;\n(ii) a road traffic accident; or\n(iii) an emergency of another kind in relation to which SFRS has functions under this Act.",
