  "text": "(1) Schedule 1 contains exemptions to certain offences under Parts 2 to 5.\n(2) The Scottish Ministers may by regulations—\n(a) modify schedule 1 to add, amend or remove exemptions,\n(b) make further provision about the requirements that a person must meet to be treated as being employed by, or in business as, a professional organiser or operator of fireworks displays or pyrotechnics displays for the purposes of schedule 1.\n(3) Regulations under subsection (2) are subject to the affirmative procedure.",
