  "text": "CONSUMER PROTECTION\nMade 19th December 1996\nLaid before Parliament 19th December 1996\nComing into force 20th December 1996\nWhereas it appears to the Secretary of State that the need to protect the public requires that these Regulations should be made without delay:\nNow, therefore, the Secretary of State, in exercise of the powers conferred on him by section 11 of the Consumer Protection Act 1987, hereby makes the following Regulations:—",
