  "text": "CONSUMER PROTECTION\nMade 20th February 1995\nLaid before Parliament 23rd February 1995\nComing into force 16th March 1995\nWhereas the Secretary of State has, in accordance with section 11(5) of the Consumer Protection Act 1987, consulted such organisations as appear to him to be representative of interests substantially affected by these Regulations and such other persons as he considers appropriate:\nNow, therefore, the Secretary of State in exercise of his powers under section 11 of the said Act, read with article 6 of the Consumer Protection Act 1987 (Commencement No. 1) Order 1987, hereby makes the following Regulations:",
