  "text": "(1) This Scheme may be cited as the Fishing Vessels (Decommissioning) (Scotland) Scheme 2003 and shall come into force on 17th February 2003.\nSubject to paragraph (3), this Scheme extends to Scotland and the Scottish zone.\nInsofar as it extends beyond Scotland and the Scottish zone, it does so only as a matter of Scots law.",
