  "text": "(1) In this Scheme unless the context otherwise requires–\n“the Commission” means the Commission of the European Communities;\n“the Council Regulation” means Council Regulation (EEC) No. 4028/86 on Community measures to improve and adapt structures in the fisheries and aquaculture sector;\n“exploratory fishing voyage” has the meaning assigned to it by Article 13 of the Council Regulation;\n“joint venture” has the meaning assigned to it by Article 18 of the Council Regulation;\n“the Minister” means the Minister of Agriculture, Fisheries and Food;\n“registered fishing vessel” means any fishing vessel registered in the United Kingdom under Part IV of the Merchant Shipping Act 1894;\n“third country” means any country other than a member state and does not include the Isle of Man or any of the Channel Islands.\n(2) Any reference in this Scheme to a numbered paragraph shall be construed as a reference to the appropriate paragraph of this Scheme.\n(3) Where any document is required by a provision of this Scheme to be submitted to the Minister, the document shall be taken to be submitted to the Minister on date on which it is received at an office of the Minister.",
