The Secretary of State, after consulting with the organisations referred to in section 7(2) of the Fishing Vessels (Safety Provisions) Act 1970, in exercise of powers conferred by section 2 of that Act and now vested in him^f1 and of all other powers enabling him in that behalf, hereby makes the following Rules:
