  "text": "A local authority must carry out the works described in a schedule prepared by it under section 18 if it considers carrying out the works—\n(a) will contribute to the implementation of current measures described in any relevant local flood risk management plan, or\n(b) will not affect the implementation of the measures mentioned in paragraph (a).",
