  "text": "(This note is not part of the Regulations)\nThese Regulations, which further amend the Fodder Plant Seeds Regulations 1985, implement Council Directive 66/401/EEC (OJ No. L125, 11.7.66, p.2298/66) as amended by Commission Directive 92/19/EEC (OJ No. L104, 22.4.92, p.61) by adding Festulolium (a cross between Meadow fescue and Italian Ryegrass) to the Regulations.",
