  "text": "(This note is not part of the Scheme)\nThis Scheme, which applies to England, comes into force on 29th October 2001 (paragraph 1).\nThe Scheme amends the Food Industry Development Scheme 1997, insofar as the latter applies to England, by specifying that eligibility for consideration for the payment of a grant under that Scheme may be restricted, in any invitation for applications for such a payment, to such class or classes of person as the appropriate Minister (who, in England, is the Minister of Agriculture, Fisheries and Food) shall determine (paragraphs 3 and 4).",
