  "text": "In article 3 (prohibitions of import) after paragraph (3) there shall be added the following paragraph—\n“(4) For the purposes of compliance with paragraph (1) above, the competent authority referred to in the second sentence of Article 1.2 of the Commission Decision shall be the authority which by virtue of article 4 is made responsible for executing and enforcing this Order at the point of entry for the import concerned.”.",
