Each application made under this Order shall be determined by not less than two members of the Commission, provided that:—

(a)

if the aggregate of all amounts claimed by an applicant under this Order does not exceed £10,000, the provisional determination of the application may be made by one member of the Commission;

(b)

notwithstanding paragraph (a) of this Article, no claim shall be dismissed except upon determination by not less than two members of the Commission.
