  "text": "(This note is not part of the Regulations)\nThe Regulations amend the Foreign Prison-made Goods Act 1897 to accord with Article 30 of the EEC Treaty. Article 30 prohibits quantitative restrictions on imports of goods from other Member States and all measures having equivalent effect. Prison-made goods originating or in free circulation in another Member State are expressly removed from the prohibition in section 1 of the 1897 Act.",
