The Minister of Agriculture, Fisheries and Food, the Secretary of State for Scotland and the Secretary of State for Wales, acting jointly, in exercise of the powers conferred on them by sections 16(1), (1A), (2), (3), (4) and (8), 29(2) and 36 of the Plant Varieties and Seeds Act 1964f1 and of all other powers enabling them in that behalf, after consultation with representatives of such interests as appear to them to be concerned, hereby make the following Regulations:

1964 c. 14. Subsection (1) of section 16 was amended, subsections (1A) and (8) were added to section 16, and section 29(2) was added, by the European Communities Act 1972 (c. 68), Schedule 4, paragraph 5(1)—(4). The expression “the Ministers” is defined in section 38(1) and is to be read with section 29(3), which provisions were, respectively, amended and added by the European Communities Act 1972, Schedule 4, paragraph 5(4).
