Coming into force 14th October 1991
The Secretary of State for Health, in exercise of the powersconferred by sections 23(2)(a) and (9), 59(2) and 62(3) of, andparagraph 12(a), (b), (c), (d), (e), (f) and (g) of Schedule 2 to, theChildren Act 1989 and of all other powers enabling him in that behalf,hereby makes the following Regulations:—
