  "heading": "Review of quality of care",
  "text": "(1) The registered person shall establish and maintain a system for—\n(a) monitoring the matters set out in Schedule 7 at appropriate intervals; and\n(b) improving the quality of foster care provided by the fostering agency.\n(2) The registered person shall supply to the Commission a report in respect of any review conducted by him for the purposes of paragraph (1) and make a copy of the report available upon request to the persons mentioned in regulation 3(2).\n(3) The system referred to in paragraph (1) shall provide for consultation with foster parents, children placed with foster parents, and their responsible authority (unless, in the case of a fostering agency which is a voluntary organisation, it is also the responsible authority).",
